    What Is Brunei EES Pass?

    Brunei Royal Customs and Excise Department in its continuous efforts to improve its service delivery has announced the implementation of the Vehicle Exit And Entry System (EES), which is an online service for anyone to drive into and out of Brunei Darussalam.

    This system will facilitate and expedite the application and approval process for vehicles exiting or entering the border checkpoints by applying through a website which can be accessed at any time and anywhere. A QR code system has been introduced by the department where the EES Pass will be scanned to cut the waiting time due to manual inputting of data in the system.

    Members of the public must utilise the system and obtain their EES Pass before entering/exiting border checkpoints by registering their vehicles electronically prior to the date of entry/departure.


    How To Apply For A Brunei EES Pass Online?

    • Select Control Posts for Entry/Exit -Sungai Tujuh, Belait and Kuala Lurah, Bandar Seri Begawan
    • One-way trip – BND6.00 for each person
    • Round Trip – BND12.00 for each person

    3. Destination to Miri, Sarawak from Lawas, Sarawak (or vice versa)

    • Select Control Posts for Entry/Exit -Sungai Tujuh, Belait; Kuala Lurah, Bandar Seri Begawan; Ujung Jalan, Temburong and  Labu, Temburong
    • One-way trip – BND12.00 for each person
    • Round Trip – BND24.00 for each person

    4. Destination to Limbang, Sarawak from Brunei Darussalam (or vice versa)

    • Select Control Posts for Entry/Exit – Kuala Lurah, Bandar Seri Begawan (if from Bandar Seri Begawan) or Ujung Jalan, Temburong (if from Temburong)
    • One-way trip – BND3.00 for each person
    • Round Trip – BND6.00 for each person

    5. Destination to Lawas, Sarawak from Brunei Darussalam (or vice versa)

    • Select Control Posts for Entry/Exit – Kuala Lurah, Bandar Seri Begawan; Ujung Jalan, Temburong and Labu, Temburong (if from Bandar Seri Begawan)
    • One-way trip – BND9.00 for each person
    • Round Trip – BND18.00 for each person

    6. Destination to Temburong from Labu (Or vice versa)

    • One-way trip – BND3.00 for each person
    • Round Trip – BND6.00 for each person

    Once you’re done, click on the CREATE PASS बटन.

    नोट: FCP stands for Frequent commuter pass. This is recommended for travellers who go in and out of Brunei frequently in a month (Students/Employees working across the border). You can refer to the Brunei FCP infographics here.

    If you get such confirmation as the image below, click on OK.

    Now, you are required to register your vehicle information. Simply enter your vehicle’s registration number and click on the खोजे बटन.

    Just follow through and enter your Vehicle’s details.

    If you have passengers with you, please enter the details below:

    Now, enter your vehicle’s information as your registration card. (Grant/VOC)

    Finally, check on the I Agree … box and click on अब वेतन. Once you’ve made the payment, a QR code will be emailed to you. Print this out before you’re going the border.


    How Can I Edit My EES Application?

    What is the main objective of the implementation of CaP?


    The main objective of CaP is to coordinate the imposition of charges which are currently implemented on those who exit and enter Brunei Darussalam by air and sea routes. The charges for Tol Rasau/Sungai Teraban will also be eliminated with the implementation of CaP.

    How much is the charge rate?


    The charge rate is BN$3.00 per person for every one-way travel at each land control post. For instance:

    Who will be subjected to pay the charge?

    The charge will be applied to every nationality, including Brunei citizens, passing through all land control posts either by using vehicles or as pedestrians.

    Is this charge being imposed on all customs control posts?

    The imposition of charge is specifically for land control posts, which are:

    Pos Kawalan Sungai Tujoh;
    Pos Kawalan Kuala Lurah;
    Kompleks Kawalan dan Pemeriksaan Ujong Jalan (KKPUJ); dan
    Pos Kawalan Labu;

    For those who are exempted from this charge, are they still required to generate the QR Code?

    Yes, a QR code is still required to be generated

    How to make payment for CaP?

    CaP payment can be made online by using a credit/debit card or bill payment services through online banking immediately after completing a travel application in the EES. Alternatively, payment can also be made over bank counters at BIBD by referring to the bill reference provided.

    What is meant by the ‘Pay Later’ option as provided on the payment page after completion of the travelling application?

    The ‘Pay Later’ option allows the applicant to proceed with the registration and travelling application in the EES with deferred payment. Before travelling to the land control posts, an applicant with an unpaid EES application is advised to make a CaP payment online in order to get the QR code for scanning purposes at the control post. Applicants who opt for the ‘Pay Later’ will receive the bill reference number and EES reference number via registered email.

    Payment can be made online by using credit/debit or bill payment services through online banking. Applicants can also make payments over bank counters. For an online mode of payment using a credit/debit card, an applicant to log in at the EES and click the button ‘Get QR’. Enter the bill and EES reference number to proceed with the payment of CaP for the registered travelling application.

    After successful payment, the QR code will be generated and sent to the applicant’s registered email. For bill payment services via online banking, the applicant to log in to the online banking and select payment to Royal Customs & Excise Department. Enter the bill reference number and the amount of CaP payment.

    After payment has been made, the applicant logs in at the EES and clicks on the ‘Get QR’ button. Enter the paid bill reference number. For successful payment, the QR code will be generated and sent to the applicant’s email. This same step to get the QR code is also applied for payment over bank counters with the difference between handing out the bill reference number to the bank teller and manual payment at the counter.

    Does Royal Customs and Excise Department (RCED) accept cash payments?

    Cash payment at the control post is not accepted. If the applicant wishes to make a cash payment, they may do so at the bank counter of BIBD.

    Will a kiosk be set up at each control post to assist people with the usage of the Exit and Entry System (EES)?


    Yes, a dedicated kiosk will be provided at each land control post to assist the public with the Exit and Entry System (EES). The public may also visit the Customer Service Counter at the Royal Customs & Excise Department Headquarters during working hours should they need assistance with the Exit and Entry System (EES).

    Is there another way to register the system besides using an email? Especially considering that, most senior citizens do not have or use an email address.

    The registration process requires a valid email account to enable users to receive One-Time-Password (OTP). The OTP will be used to activate the Exit and Entry System (EES) account in order to proceed with the travelling application, payment of CaP and get the QR code. It is advised to create an email account if you have no email account yet. For those who are not well-versed in email usage, it is advisable to seek assistance from any family members.

    Does every passenger in the vehicle has to register before travelling to or from Brunei Darussalam? or can the application for travelling and CaP payment be made by the driver of the vehicle as the focal person?


    Every passenger including the driver of the vehicle intending to exit/enter Brunei Darussalam will need to be listed in the travelling application. The application can be made by any registered user who must be travelling together, provided that complete details of the person(s) and vehicle are available. The registered user is responsible to make payment on behalf of all the persons listed in the travelling application.

    In the case of an error of overpayment, can the public request a refund?

    No refund will be given. Applicants must ensure that the total number of travellers is correct and enter the exact amount to be paid as stated in the Travelling Pass Application.

    Is the QR Code for the Vehicle Exit/Entry System (VES) similar to the Exit and Entry System (EES)?


    The QR code for VES is no longer applicable for exit from and entry into Brunei Darussalam. It is replaced with the QR code for Exit and Entry System (EES). The public is advised to apply in the Exit and Entry System (EES) in order to get the new QR code.

    Does the QR Code have to be generated every time prior to exit or entry of Brunei Darussalam?

    Yes, the QR Code must be generated prior to exit or entry of Brunei Darussalam. The QR Code can only be used once, depending on the selection of the type of travelling either one way (whether for exit or entry Brunei Darussalam only) or round trip (both exit and entry Brunei Darussalam).

    For Brunei-registered vehicles, the validity of the QR code will depend on the vehicle license expiry date. For foreign-registered vehicles, the QR code will only be valid for three months from the date of registration of the Travelling Pass or the vehicle license expiry date if the date is less than three months from the registration date of the Travelling Pass.

    Can the QR code be utilized multiple times?


    If an applicant has selected the type of travelling for ‘One Way’ at one control post, the QR code generated will only allow for one (1) time scanning only. After the QR code is scanned control post, it will not be valid for the next trip.

    The frequency of utilization of QR codes depends on the selection of the type of travelling and the number of control posts chosen during the travelling application. Applicants are reminded to ensure the person(s) joining the trip must be the same person(s) whose details were registered for the travelling application. If there is any changes to the person(s) who will be travelling, the applicant must apply for a new travelling application and also get a new QR code

    Will legal actions be taken in the event of non-compliance?


    In the event where there are inaccurate details from the scanned QR code or failure to make CaP payment prior to exit/entry Brunei Darussalam, the person will be requested to do the registration or make payment online before being allowed to proceed with the trip.

    If the person refuses to cooperate with the instruction to do the registration and payment, the person is guilty of an offence under section 6(3), Exit and Entry Charges Order 2020 and liable on conviction to a fine not exceeding BND1,000, imprisonment for a term of exceeding 3 months or both.

    Compounding of not exceeding BND500 will be imposed to any offence against this Order as stated under Section 16, Exit and Entry Charges Order 2020.

    For offences of giving false or misleading information, a person is guilty of an offence under section 13, Exit and Entry Charges Order 2020 and liable on conviction to a fine not exceeding BND8,000, imprisonment for a term not exceeding one year or both.
    It is also an offence under section 14, Exit and Entry Charges Order 2020 if a person is not giving cooperation to customs officers in the performance and execution of his duty and if found guilty, is liable on conviction to a fine not exceeding BND16,000, imprisonment for a term not exceeding 9 months or both.

    Will the same charges be imposed on any person who exits or enters Brunei Darussalam through the air or sea route?

    Yes, if you will be staying in Brunei. For transit purposes, it is not required.

    What would be the total cost for CaPS (service charge) payment to go in and out of Miri to Lawas?


    One would need to pay BND12/head for one way.

    What is the cut-off time for borders entry/exit?


    The cutoff time for entry through the Kuala Lurah and Sungai Tujoh will be at 3 pm. Meanwhile, the cutoff time for entry via Labu and Ujung Jalan in Temburong will be at 4 pm

    I used my EES account to make application and add all my family member in it. If I happened cannot travel together with them, will there be any problems? As my name is in the travel list and I already pay for the $6 round trip, may I know is it applicable to use it for the next trip?
